The Lands Commission says the programme is intended to modernise records, improve service delivery and reduce the delays and disputes that have long affected property buyers, developers and investors.

A Ghana News Agency feature published on October 28 reported that the reforms include a comprehensive land information system, improved valuation and surveying services, stronger data management and customer-service improvements. The initiative is significant for Ghana’s property market because uncertainty over land ownership can increase transaction costs, delay construction and expose buyers to costly legal disputes.

Table of sencoproperties

Toggle

Faster land searches could reduce transaction delays

Why digitisation matters to homebuyers

What the reform programme includes

Practical steps before buying land or a house

What developers and investors should monitor

Faster land searches could reduce transaction delays

One of the most important developments is the Enterprise Land Information System (ELIS), which the Lands Commission says is already operating in Greater Accra and nine other regions. According to the GNA report, official land searches that previously took approximately one month can now be completed in an average of seven working days in areas where the system is operational.

The Ashanti Regional Office was expected to roll out the system before the end of November 2026, while nationwide deployment is targeted for completion by the end of 2027. These are projected milestones, and buyers should confirm the current service coverage and processing requirements with the Lands Commission before relying on a particular timeline.

Why digitisation matters to homebuyers

Land transactions in Ghana can involve multiple parties, customary interests, lease documentation, site plans and historical records. If information is incomplete or difficult to verify, a buyer may face conflicting claims or discover problems only after making substantial payments.

A reliable digital land information system could make it easier for authorised officials and professionals to compare records, identify inconsistencies and process searches. Better data may also help banks assess property used as collateral and give developers more confidence when planning housing or commercial projects.

Digitisation alone, however, does not remove every risk. Buyers must still confirm the identity and authority of the seller, inspect the land, verify boundaries, check planning restrictions and obtain independent legal advice. A search result should be interpreted by a qualified professional in the context of the transaction, not treated as a substitute for due diligence.

What the reform programme includes

The project covers more than scanning paper files. The GNA feature lists eight components, including land-record digitisation, staff capacity building, operational process redesign, stronger valuation systems, modern surveying services, customer-service improvements, data management and revenue mobilisation.

The Commission also reported that 51 Continuously Operating Reference Stations (CORS) had been established nationwide as of September 2026. The network is intended to improve the accuracy of surveying, cadastral mapping and spatial planning. Better mapping can help reduce boundary disagreements, although the quality of field data and the handling of historical claims will remain important.

Practical steps before buying land or a house

Use an independent lawyer experienced in Ghanaian land transactions before signing or paying a substantial deposit.

Request an official search through the Lands Commission and confirm which regional offices currently provide the digital service.

Check the seller’s identity and legal authority, including the relevant family, stool, company or individual documentation.

Have a qualified surveyor inspect the site plan and confirm the physical boundaries on the ground.

Check for existing interests, litigation, leases, mortgages, planning restrictions and unpaid obligations that may affect the property.

Keep receipts, signed agreements, search reports and all correspondence in a secure record.

What developers and investors should monitor

For developers, more predictable searches could shorten pre-construction checks and improve project planning. Investors will also want to know whether digital records are consistently updated, whether regional offices have adequate staffing and whether the new system is accessible and affordable to ordinary users.

The Commission’s reform programme is ambitious, and its success will depend on implementation, data quality, public access and accountability. The proposed changes could improve confidence in Ghana’s property market, but buyers should continue to carry out independent checks until the system is fully implemented and its records are demonstrably reliable.

Image note: Illustrative Accra city photograph; it does not show a specific property listing.
