The National Homeownership Fund (NHF) has resumed lending under its National Mortgage Scheme at an interest rate of 8.4 per cent, down from 13.5 per cent. Government has also announced a proposed Easy Rent programme intended to help workers manage large upfront rent payments.

The announcements matter because the country continues to face a major gap between the cost of decent housing and what many households can afford. The National Homeownership Fund estimates Ghana’s housing deficit at about 1.8 million units in 2024. High land prices, construction costs and limited access to long-term finance continue to restrict both homebuyers and developers.

For buyers, the lower mortgage rate may create a more affordable route to homeownership for eligible applicants. For tenants, Easy Rent could reduce the pressure of paying a large rent advance at once. However, the two initiatives have different purposes, and households should understand the terms before making financial decisions.

Illustrative property photograph. offers

The National Homeownership Fund announced in August 2026 that it would resume lending under the National Mortgage Scheme at 8.4 per cent. The rate replaced the previous 13.5 per cent rate after a review carried out with Republic Bank.

At the National Conference on Housing Finance in October, officials again referred to the 8.4 per cent mortgage rate. Developer financing under the scheme was stated at 10.4 per cent. These rates form part of a blended financing arrangement in which the NHF provides participating banks with lower-cost funds so they can offer cedi-denominated mortgages on more affordable terms.

The scheme is designed to help eligible workers who struggle to access conventional mortgage finance. It does not mean every applicant will automatically receive a loan at the advertised rate. Approval, loan size, repayment period, property eligibility and the applicant’s financial position still matter.

According to the Ghana News Agency, NHF Chief Executive Officer Prosper Hoetu gave an example of a worker earning GH¢2,500 net per month. Under the revised scheme, that worker could qualify for up to GH¢143,000, with an indicative monthly repayment of GH¢1,231.95 over a maximum period of 20 years.

This is an example shared by the Fund, not a guarantee that every worker with the same income will receive the same amount. Applicants should request an individual assessment and a written repayment schedule from the participating institution.

Why the lower mortgage rate matters

A mortgage allows a buyer to spread the cost of a home over several years. The interest rate affects the size of the repayments and the total amount paid over the life of the loan.

Reducing the scheme rate from 13.5 per cent to 8.4 per cent can lower financing costs for qualifying borrowers. It may also help some households consider homes that previously appeared beyond reach. The actual benefit depends on the loan amount, term, fees, rate structure and the price of the property.

The NHF’s policy brief highlights how limited mortgage finance remains in Ghana. It puts the mortgage-to-GDP ratio at 0.18 per cent at the end of 2025. It also says only eight of the country’s 23 universal banks offer mortgage products in any meaningful way. These figures show why a specialised housing finance scheme may play an important role.

Still, cheaper credit alone cannot solve the housing challenge. A household may qualify for a loan but struggle to find a suitable home within the approved budget. Developers also need serviced land, reliable infrastructure, predictable approvals and access to construction finance.

Understand the repayment terms before applying

Applicants should not make a decision based on the 8.4 per cent headline alone. They should ask the bank or NHF to explain the complete cost of borrowing.

Interest-rate structure: Ask whether the rate is fixed or variable and how often the lender can review it.

Monthly instalment: Request a written repayment schedule showing the amount due and the payment dates.

Fees and insurance: Check valuation, legal, processing, insurance and other charges that may apply.

Deposit and property rules: Confirm the required contribution and whether the property must come from an approved developer.

Early repayment: Ask whether you can make extra payments or settle the loan early without a penalty.

Default conditions: Understand what happens if your income falls or you miss an instalment.

The NHF policy brief describes scheme loans as variable, with rates reset quarterly in line with the prevailing 91-day Treasury bill rate. Because product terms can change, applicants should confirm the current rate-adjustment rules in writing before signing a mortgage agreement.

A long repayment period can make monthly instalments more manageable, but it also means the borrower carries a financial commitment for many years. Buyers should leave room in their budget for food, transport, education, healthcare, utilities and emergencies.

Easy Rent: what the proposed programme is expected to do

On October 7, 2026, President John Dramani Mahama announced a new NHF initiative called Easy Rent. Under the proposal described by the Ministry of Works, Housing and Water Resources, the Fund would pay a worker’s rent advance, and the worker would repay the amount through monthly instalments.

The idea is to reduce the pressure created by large upfront rent payments. Many tenants must find a substantial amount before moving into a home. That demand can drain savings that households would otherwise use for education, business, transport or other family needs.

Easy Rent is intended to offer another way to manage that initial payment. However, the announcement does not by itself confirm that applications are open to everyone. The detailed eligibility rules, participating institutions, application process, fees and launch timetable should be confirmed through official NHF announcements.

Tenants should therefore avoid paying unofficial agents or intermediaries who claim they can secure Easy Rent approval. Wait for published programme guidance and use the official contact channels of the responsible institutions.

Easy Rent is not the same as the National Rental Assistance Scheme

Ghana already has a National Rental Assistance Scheme, which provides qualifying tenants with support for rent advances that they repay over time. The government’s Easy Rent announcement describes a further NHF programme. The names and policy goals may sound similar, but applicants should not assume that both schemes have identical eligibility rules or procedures.

Before applying for any rent support, tenants should confirm which programme is accepting applications, the maximum support available, repayment terms, any service charges and the documents required.

They should also read the tenancy agreement carefully. Rent support does not remove the need to check the property, verify the landlord or authorised agent, understand the rent period and obtain receipts for payments.

Government announces a GH¢1 billion contribution to a revolving housing fund

At the October housing finance conference, President Mahama said he had directed the Minister of Finance to allocate GH¢1 billion in the 2027 Budget as the government’s contribution to a proposed GH¢3 billion revolving National Housing Fund.

The Ministry of Works, Housing and Water Resources said the fund would finance housing projects on a revolving basis. A revolving structure is intended to allow funds to be used for projects and then returned or replenished so that further housing activity can receive support.

This is an announced allocation for the 2027 Budget. It should not be described as money already disbursed to developers or immediately available to individual buyers. The final budget process, programme design, governance and project criteria will determine how the funding is used.

The President also said more than 1,000 people had been supported to own homes through interventions involving the NHF and partner financial institutions. The next challenge is to extend access while ensuring that homes remain affordable to intended beneficiaries.

Why Ghana’s housing deficit remains a major challenge

The NHF’s policy brief puts the quantitative housing deficit at about 1.8 million units in 2024, down from 2.8 million in 2010. However, the number alone does not describe the full housing problem. Overcrowding, poor housing conditions and insecure tenure remain serious concerns in many communities.

The Fund identifies several barriers to affordable housing. Developers face land acquisition bottlenecks, high building-material costs and gaps in trunk infrastructure. Lenders face difficulties securing affordable long-term funding. Households face high property prices and limited access to suitable mortgage products.

These challenges are connected. A developer may have land but lack the infrastructure or finance needed to build. A buyer may have income but cannot obtain a suitable mortgage. A tenant may have a regular salary but cannot easily raise several months of rent in advance.

Housing policy therefore needs to address supply and demand together. Mortgage support can help qualified buyers, while construction finance and serviced land can help developers deliver homes. Rental assistance can ease upfront pressure, but increasing the supply of decent rental homes also matters.

What homebuyers should do before choosing a property

Anyone considering a mortgage should first calculate a realistic purchase budget. Do not base the decision only on the maximum loan amount a lender may offer. Include the deposit, legal costs, valuation, insurance, service charges, repairs and the cost of commuting from the property.

Next, inspect the property and verify its ownership and documentation. Buyers should conduct an independent search with the Lands Commission and obtain qualified legal advice before paying a substantial deposit. Our guide on Ghana’s land digitisation plan and property verification explains why checking land records remains important.

Compare more than one property. Consider location, access roads, water, electricity, drainage, security and the condition of the building. A lower asking price may not represent good value if the property needs major repairs or has unresolved documentation issues.

Buyers can also review our practical guide to comparing houses for sale in Ghana before making a final decision.

What tenants should check before using rent support

Tenants should calculate the full cost of renting, not just the monthly rent. Include transport, utilities, service charges, security deposits where applicable and moving costs. A home with lower rent may become more expensive if it is far from work or school.

Ask for the rent period and payment terms in writing. Inspect the property before paying. Confirm the identity and authority of the person collecting money, and keep copies of receipts and agreements.

Tenants should also understand their obligations under the tenancy agreement. Our guide to renting a house in Ghana, advance rent and move-in checks provides a checklist for reviewing a rental arrangement.

If a rent-financing programme is involved, compare its total repayment cost with the consequences of paying the advance directly. Monthly repayment may help with cash flow, but it remains a financial obligation that must fit the household budget.

What property developers should watch

The 10.4 per cent developer-financing rate announced under the NHF scheme may be relevant to eligible developers seeking construction finance. Developers should confirm the approved project criteria, pricing requirements, repayment conditions and documentation before relying on the scheme in a project plan.

Affordable housing requires more than reducing the selling price. Developers must control construction costs, select suitable locations, plan infrastructure and deliver homes that meet acceptable standards.

They should also identify the intended buyers before construction begins. A project designed for high-income purchasers will not automatically solve the shortage of homes for low- and middle-income households.

The proposed revolving housing fund could create opportunities for public-private partnerships. Transparent selection, project monitoring and clear reporting will be important to ensure that public support leads to completed homes and sustainable financing.

Questions buyers and tenants should ask now

Is the National Mortgage Scheme currently accepting applications, and which banks are participating?

What income, employment, savings and property requirements apply?

Is the 8.4 per cent mortgage rate fixed or variable for the specific loan being offered?

What fees and insurance costs will increase the total cost?

Has the Easy Rent programme published its eligibility rules and application timetable?

How does Easy Rent differ from the existing National Rental Assistance Scheme?

What projects and beneficiaries will qualify for the proposed 2027 housing fund?

Getting written answers to these questions can help households avoid unrealistic expectations and make informed decisions.

Frequently asked questions

What is the current NHF mortgage rate in Ghana?

The National Homeownership Fund announced a rate of 8.4 per cent under its National Mortgage Scheme in August 2026, down from 13.5 per cent.
